WPGA and the California Highway Patrol (CHP) provide training to personnel who routinely respond to on-road emergencies involving overturned tanker-trailers. The goal of this program is to present WPGA tanker-trailer & CHP Incident Command System (ICS) introductory training to emergency response personnel throughout the state.

A Rollover Vehicle for Emergency Response Training (MC331) was taken out of service and customized to allow emergency response personnel and LPG industry employees to get "up close and personal" with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). The trailer has all the valves, piping, and emergency fittings found on highway tankers. What makes this unit different is that it is cut away to allow program attendees to look inside the trailer and see it in a way they never have before.

The training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction, the specific properties of LPG and the correct procedures for dealing with an LPG emergency.

Attendees will then move outside to the Rollover Vehicle where they will participate in a walk-around inspection of the unit. Trainees will get an up-close, even inside, look at how the MC331 is constructed, its safety features and how the pumps and valves operate.

The program concludes with a demonstration of how to properly and safely upright an overturned LPG trailer.
